Law proposal: Limit maximal length of “terms and conditions”

I propose to limit maximum length of user agreements (“terms of conditions”). It is too boring and time consuming to read them. It will be no problem for the service providers if we create a centralized repository of “building blocks” to build legal agreements from standard blocks describing a more or less wide class of situations, so that the lawyers could just provide hyperlinks to them. These building blocks could also be commented (non officially and officially), and to them may be created particular precedents in courts applying to many agreements at once (so reducing the load of courts). This was successfully done in software world to split software into independent reusable components. The same must be done in legal world. I also propose to obligatory make legal document section headers obligatory to allow the reader to skip reading the irrelevant sections by skimming their titles.
